Technology Based Learning (TBL) Grants-Prospective Applicant Orientation (Presentation Slides Zip File)

The use of Technology Based Learning (TBL) and/or E-learning is an emerging strategy to help address the talent development needs in regional economies across the country. ETA recently announced the availability of approximately $10 million in grant funds under the TBL Initiative. This competitive grant opportunity has been designed to help workers quickly acquire the training and skills they need to be successful in today's global economy, particularly in high-growth/high-demand occupations. This Webinar will provide background information on the grant opportunity, describe the application submission requirements, outline the process that eligible entities must use to apply for funds covered by this solicitation, and details how grantees will be selected.

Youth Common Measure: Literacy/Numeracy Gains - A Programmatic Viewpoint (Presentation Slides Zip File)

States and local workforce investment areas continue to face issues with the programmatic (e.g., policies, program implications, service delivery) and technical (collecting data and reporting outcomes) aspects of the Youth Common Measure: Literacy/Numeracy Gains. Following a nationwide survey, specific areas of concern and technical assistance needs were determined. In response to these findings, the Employment and Training Administration (ETA), along with Mathematica Policy Research, Inc. (MPR) and Social Policy Research Associates (SPRA), developed two Webinars for this Youth Common Measure. One Webinar will address the programmatic facet of the measure, including: policies, program implications, service delivery designs, and the measure itself.

Another Webinar will address the technical facet of the measure, including: reporting specifications, software issues, State Management Information System, and reporting methodology. Each Webinar will be presented twice to allow for maximum participation. A Question and Answer period will also be provided during each Webinar. The Technical Webinar will be conducted on July 23, 2008 and repeated on August 27, 2008, and will be presented jointly by ETA and MPR.

The Programmatic Webinar will be held on August 5, 2008 th and repeated on September 4, 2008, and will be presented jointly by ETA and SPRA.

National Business Learning Partnership (NBLP): Promising Practices; Accomplishments; Reflections; and Next Steps (Presentation Slides Zip File)

In this presentation, three mentor-learner Teams will share their experiences in five key topic areas, answering such questions as: How to use data to develop high-growth job training initiatives; how to recruit and collaborate with strategic partners; how to identify, secure, and align leveraged resources; how collaboration leads to curriculum development and training; and how to become a leader and significant player in regional economic development. Selected Teams will represent a diversity of regions and high-growth industries such as Healthcare, Bioscience, Ecotourism, and Renewable or Green Energy. All presentations will have a replicable or tangible asset or resource to share.

Promoting STEM Education: A Communications Toolkit

The NGA Center for Best Practices has created a toolkit that provides core messages, materials, and communications strategies to help governors overcome such challenges and build strong support for STEM education initiatives. These strategies draw from Dr. Frank Luntz’s research findings — which he presented to the nation’s governors as part of the NGA Innovation America initiative—on the messages and ideas about innovation that most strongly resonate with the public.

Prisoner Re-Entry Generation 2 Management Information System: A Training Webinar (Presentation Slides Zip File)

This Webinar will provide information to grantees regarding how to use the Management Information System (MIS) employed by the Prisoner Re-Entry Initiative (PRI) grants. Topic areas will include: logging on and creating user roles, adding participants, adding services and outcomes, how to exit participants, and how to use management reports to enhance performance. The presentation will also include a question and answer period. Participants will leave the Webinar understanding the basics of using the Web-based MIS system. This session is open to the 23 PRI Generation 2 grantees and their Federal Project Officers.

Leadership Education and Development (LEAD) Summer Engineering Institute (SEI)

Business and human service professionals recognize that it is urgent to boost STEM (science, technology, engineering and math) performance among American students.

This summer the LEAD Program will launch the Summer Engineering Institute (SEI) for academically strong high school students of color at the Georgia Institute of Technology.

The SEI Programs will be designed to provide hands-on learning for mathematically "curious" high school tenth and eleventh grade students.

The inaugural SEI at Georgia Tech will host 30 students and the SEI curriculum will focus on electrical, mechanical, computer and civil engineering; associated disciplines such as chemical, biotech, materials science, aerospace, polymer-textile/fiber, and technological systems.

'What's Working' in San Diego's K-12 Math and Science Education

The San Diego Foundation, founded in 1975, is a broad-purpose community foundation helping individuals, families and organizations carry out their charitable plans, with the common goal of improving the quality of life in the greater San Diego region. The Science & Technology Working Group of The San Diego Foundation is composed of community experts in science, technology and education and has a mission to enhance science and technology in San Diego by funding innovative research, emerging scientists, science education and access to technology. In fulfillment of its mission, the Science & Technology Working Group commissioned a report called "What's Working: A Guide to Effective K-12 Math and Science Education in San Diego County."

Job Opportunities for the Green Economy: A State-by-State Picture of Occupations that Gain from Green Investments

The University of Massachusetts’ Political Economy Research Institute has released a new volume examining the “Green Economy.” Co-Director Robert Pollin and Assistant Research Professor Jeannette Wicks-Lim provide a snapshot of the kinds of jobs that are needed to build a green economy in the United States in “Job Opportunities for the Green Economy: A State-by-State Picture of Occupations that Gain from Green Investments.”

According to the research, the six green strategies are: building retrofitting, mass transit, energy-efficient automobiles, wind power, solar power, and cellulosic biomass fuels. Pollin and Wicks-Lim show that the vast majority of jobs associated with these strategies are in the same areas of employment in which people already work in today, in every region and state of the country.

The authors present data on employment conditions in twelve states: Florida, Indiana, Minnesota, Missouri, Nebraska, New York, Ohio, Oregon, Pennsylvania, Tennessee, Virginia, and Wisconsin. For each state, they report the number of people employed in each of the occupations affected by the green economy strategies, and what the average wages are in each state for each of these jobs. They also describe the national employment picture for each of the job categories.
